I'm sorry, but I believe the commentators have it wrong:
It is obviously a Middle-English sign in a store in Arizona. They have had an outflux of legal immigrants - afeared - from their employ and cannot find good help. The sign is posted above a large table of unorganized tchotchkes not in frame and is simply stating that if you properly shelve everything on this [table], they'll pay you $1.00.
