Oh they have that policy where you live too?Here I just thought it was people visiting my city who were doing that all the time,
I am almost shocked to see people actually stop before turning right at a stop sign anymore.
Stop signs are like yellow lights. They are suggestions. Like "We suggest you come to a full 3 second stop, least you get your ass plowed by the mac truck thats haulin ass down the road at 85 MPH. Have a nice day"

When you come to a 4 Way Stop you still have to make a complete stop if you are turning right.
